Diagnosing institutional change in coastal social-ecological systems in Ghana

The coastal-marine realm is a keenly contested and very important area for economic development, coastal livelihoods, food security, climate change mitigation and ecosystem functions and services provision in general. At the same time, the coastal realm is faced with a myriad of anthropogenic and natural stressors such as climate change and its attendant impacts on coastal communities. These stressors are further exacerbated by the intensified use of coastal space and resources, causing the depletion of these resources of economic, social and ecological importance, as well, the intensification of social struggles and conflicts in the coastal-marine realm. Consequently, there is a demand for, and the emergence and change of institutions to govern the sustainability challenges that accompany the rising complexity in the use and management coastal resources.

In the coastal-marine realm of Ghana, local institutional arrangements in the form of co-management and community-based management schemes have emerged over the last two decades for the governance of coastal fisheries and estuarine ecosystems. Whilst a few of these local institutional regimes have been relatively successful in the mangroves, majority of the local institutional arrangements for coastal fisheries management collapsed a few years after their establishment. Efforts are again underway to revive these local institutional arrangements in coastal fisheries. It is not clear what is driving this institutional change in coastal environmental governance in Ghana and why efforts to develop local institutions for coastal fisheries management for over two decades have largely been unsuccessful.

Against this background, my research examines the evolution of local institutions in coastal social-ecological systems governance in Ghana to understand the link between the dynamics of institutional change process and institutional outcomes.
